St Philomena's Sixth Form - Student Council

Year Council Meetings


Year Council aims to:

  • Represent the views of all students in a particular year group, one representative from each per form (2 students per form) can attend. In the Sixth Form two representatives from A level subjects, and one from a Vocational course.
  • Participate in real decision making
  • Provide opportunities for students to develop skills and confidence
  • Introduce and develop initiatives which promote ‘student voice’
  • Communicate  our work clearly to students, staff, governors and the wider school community
  • Work with staff and students to improve the quality of: relationships, teaching and learning, environment.


Each year group will nominate students for election on a yearly basis in Septemberone student from each of the sets MOST, and ACE (A level and vocational courses in the Sixth Form)
Each Year Council shall compose of these elected members.


Potential candidates will be nominated and seconded by students using the School Council Nomination Forms. All candidates are expected to produce a manifesto and to present a speech.

Each student will have one vote and will be invited to complete a ballot paper.

Meetings & Minutes


The calendar of regular whole School Council meetings for the year will be agreed by the new council in consultation with the link member of staff and the Headteacher.


These meetings will be written by a student and shared with the group, year cohort and senior leadership member for the year and will appear on the school calendar /website.

Staff Link(s)

There will be a nominated staff link to support the work of the Year or School Council. The link member of staff may be invited to attend student council meetings. The member of staff will be the Well-being Lead and Learning Lead for each Year group Year Council.

Other guests such as the SLT link may be invited by the Chairperson with the agreement of the council.

Roles and Responsibilities

At the first meeting, the Year Council will agree the roles and responsibilities of the following:

  • Chairperson
  • Treasurer
  • Secretary
  • House      Competitions & Events
  • Teaching      and learning
  • Fundraising
  • Communications
  • Spiritual      Life
  • Sports
  • Extra-Curricular

Year Council representatives may agree to nominate and second representatives for each position.

In the event of more than one person being nominated, the Council will hold a secret ballot.

Council members may agree to rotate roles and responsibilities through the year.


The Year council may vote to co-opt new members to fill specific roles/functions
